Workshop mods wont download

Whenever I download an Arma 3 workshop mod, it doesn't install. It will download just fine, but the launcher just refuses to say a new mod as been loaded. Subscribing to a mod with the startup client open, I am never allowed to enable the mod. I have accessed [C:\Users\Mark\Documents\Paradox Interactive\Europa Universalis IV\mod] and every mod I've subscribed to from the steam workshop appears to be a 0 byte .zip file. I think it should search out your Workshop mods and make sure they're installed. As for the Workshop mods not installing, when you subscribe to a mod through the Steam client (make sure it's through the Steam client itself), you should see a download go through as if a game was installing. If not, it may be folder permissions messing it up. My main problem was, that there were certain mods I just couldn't find outside of steam workshop, and since I have the GOG version of the game, it annoyed me a bit that there wasn't a way to get those mods, besides getting the game on steam. Luckily I found the mods I wanted, so the problem is solved. Thanks for the help though!
